Export Packaging Checklist for Indian Exporters: 12 Things to Verify Before Every Shipment

A single packaging failure in an export shipment can cost more than the entire shipment value when you account for detention fees, replacement production, buyer penalties, and relationship damage.

The good news: every common export packaging failure is preventable. This 12-point checklist covers every critical packaging and documentation verification that should happen before any international shipment leaves your facility.

Print it. Laminate it. Make your logistics team complete it for every shipment.

Point 1 -- Box Specification Matches Cargo Weight

The corrugated box BF (Burst Factor) and ply count must match the actual weight of the contents.

Check:

Contents under 5 kg: 3-ply, minimum 14 BF acceptable for courier.

Contents 5 to 20 kg: 5-ply double-wall, minimum 20 BF for sea freight.

Contents above 20 kg: Switch to wooden export crate. Do not use corrugated boxes.

Failure mode: Box collapses under container stacking. Contents damaged. Buyer rejects.

Point 2 -- ISPM-15 Mark on All Wooden Packaging

If your shipment uses wooden pallets, wooden crates, or any timber dunnage, physically inspect every piece for the ISPM-15 mark before loading.

Check:

The IPPC wheat-sheaf symbol is permanently marked (burned, branded, or ink-stamped -- never a sticker).

The mark shows: country code IN, producer code, treatment method (HT or MB).

No cracked, reused, or repaired timber that may have lost its certification status.

Failure mode: Port detention at destination. Mandatory fumigation. Demurrage cost. Delayed delivery.

Point 3 -- VCI Protection on Ferrous Metal Components

Any precision machined ferrous metal surface must be wrapped in VCI film before packaging.

Check:

VCI film or bags in direct contact with machined surfaces.

No bare metal touching packaging walls, foam, or other metal components.

VCI protection applied after final cleaning and inspection -- not before.

Failure mode: Surface rust on arrival at buyer facility. Rejection and warranty claim.

Point 4 -- Desiccant Quantity Is Correct for Route

Silica gel packets must be sized correctly for the duration of the sea voyage.

Check:

Domestic or air freight: 1 silica gel unit per cubic foot of package volume.

Sea freight under 20 days: 2 silica gel units per cubic foot.

Sea freight above 20 days (Europe, USA, Australia): 3 silica gel units per cubic foot.

Desiccant placed inside sealed inner packaging -- not in the outer corrugated box.

Failure mode: Moisture damage to leather, electronics, food products, or metal components during transit.

Point 5 -- Inner Cushioning Is Present and Correctly Specified

Every product inside a corrugated box or wooden crate must be cushioned from the packaging walls.

Check:

Minimum 25mm foam or bubble wrap between product and box wall on all six sides.

No product touching another product without cushioning between them.

Foam grade matches product weight: 5mm for light fragile goods, 25mm for heavy components.

Failure mode: Vibration abrasion, surface scratching, impact damage during handling.

Point 6 -- Box Sealing Method Is Correct

Check:

H-tape method on all boxes above 3 kg: three strips of BOPP tape -- one on centre seam, one on each edge seam.

Single centre strip only acceptable for boxes under 2 kg.

No masking tape, no cellophane tape. Only BOPP packing tape for export cartons.

Failure mode: Box opens during transit. Contents exposed. Moisture and contamination risk.

Point 7 -- Packing List Matches Physical Packages Exactly

Before the truck leaves, physically count and verify:

Check:

Total number of packages (cartons, crates, drums) matches packing list exactly.

Gross weight per package matches packing list within 5 percent tolerance.

Dimensions of each package match packing list.

Marks and numbers on physical packages match packing list.

Contents of each package (item, quantity, part number) match packing list.

Failure mode: Customs examination triggered. Shipment held. 3 to 7 days delay minimum.

Point 8 -- Marks and Numbers on Outer Packaging Are Clear and Correct

Check:

Every carton and crate has clear, permanent marks showing: shipper name, consignee name, destination port, package number (e.g. 1/48, 2/48), gross weight, net weight, dimensions.

Marks are stencilled, printed, or labelled (not handwritten) and weather-resistant.

Same marks and numbers appear on the packing list.

Failure mode: Wrong cargo loaded in wrong container. Mislabelled goods flagged at customs.

Point 9 -- Pallet Stack Is Stable and Stretch-Wrapped

Check:

Cartons stacked correctly: heaviest at base, lightest on top.

No overhang beyond pallet edges.

Stretch film applied from base upward, minimum 3 layers, pulled tight.

PP strapping bands at minimum two horizontal points.

Failure mode: Pallet topples in container. All cartons fall. Contents damaged or mixed.

Point 10 -- Container Loading Is Correct

Check:

Heaviest cartons and crates loaded first, against container end walls.

No void space inside container -- fill gaps with airbags or foam dunnage.

Wooden crates chocked with timber blocks on all sides.

Load distribution balanced (heavy on one side creates list during sea transit).

Failure mode: Cargo shifts during sea transit. Vibration damage, toppling, and impact.

Point 11 -- Container Lashing Is Done and Documented

For heavy cargo (wooden crates, machinery):

Check:

PP or steel lashing bands securing crate bases to container floor lashing rings.

Lashing certificate or container loading report signed by supervisor.

Photo documentation of loaded container before doors are sealed.

Failure mode: Heavy crate breaks loose in rough seas. Catastrophic cargo damage. Insurance dispute.

Point 12 -- ISPM-15 Certificate Is Filed with Shipping Documents

Check:

Copy of ISPM-15 certificate from wooden packaging supplier filed with shipping documents.

Certificate shows treatment method, date, producer code, and quantity of units treated.

Certificate is available for electronic submission if destination customs requests it.

Failure mode: Cannot prove compliance to destination customs. Detention ordered.
