Every manufacturer in Chakan MIDC loading a container of auto components, every pharmaceutical company shipping bulk tablets, and every engineering goods exporter sending machinery parts -- all of them end up stacking their cargo on wooden pallets.
Yet wooden pallets are also the single most common source of ISPM-15 compliance failures at destination ports. An incorrectly certified pallet can detain an entire container -- regardless of how perfectly the product inside is packed.

Wood is a biological material. Even well-seasoned timber can harbour bark beetle larvae, pine wood nematodes, and other plant pests that are invisible to the naked eye.
When a pallet from India enters a country like Germany, Australia, or the USA, any pest living inside the wood enters that country with it. Because these pests have no natural predators in their new environment, even a small introduction can cause devastating damage to local forests and agriculture.
ISPM-15 -- the International Standards for Phytosanitary Measures No. 15 -- requires all wooden packaging used in international trade, including pallets, to be heat-treated or fumigated to kill these organisms before export.
This is not optional. Countries including the USA, all EU member states, Australia, Japan, China, South Korea, Canada, and the UK enforce ISPM-15 at their ports. Non-compliant pallets are detained, ordered for fumigation at the importer's cost, or rejected entirely.

The Euro pallet is the standard pallet size in Europe and is widely used in international trade. Internal dimensions of a 20-foot container allow two Euro pallets side by side across the width (2 x 800mm = 1,600mm, leaving 350mm clearance).
A standard 20-foot container holds 11 Euro pallets in a single row (11 x 1,200mm = 13,200mm in the 5,895mm internal length of a 20-foot container -- so 9 pallets in a single row plus 2 in a cross-loaded end position, or up to 20 pallets in two tiers if stacking is permitted).
Euro pallet capacity: typically 1,000 to 1,500 kg depending on timber specification.
The Industrial pallet is slightly wider and provides more surface area. It is commonly used in India and across Asia. A 20-foot container holds two industrial pallets side by side (2 x 1,000mm = 2,000mm -- slightly wider than the container floor width of 2,350mm, allowing both to fit with care).
Industrial pallet capacity: 1,500 to 2,000 kg depending on specification.
For oversized cargo, custom pallet dimensions are manufactured to match the footprint of the equipment or crate being loaded. For machinery and large fabricated structures, the pallet is typically integrated into the base of the wooden export crate.
4-way entry pallets allow forklift entry from all four sides. They are more flexible for warehouse handling and container loading.
2-way entry pallets allow forklift entry from two opposite sides only. They are structurally simpler and typically lower cost, but require more careful planning during loading.
For sea freight exports, 4-way entry is strongly preferred because container loading at Indian ports involves constrained spaces where forklift access from all sides saves significant time.

Every wooden pallet used in an international sea or air freight shipment from India must:
Be made from solid wood (not plywood, MDF, or particle board -- these are exempt).
Have been heat-treated (HT) at 56 degrees Celsius core temperature for at least 30 minutes, OR fumigated with methyl bromide (MB).
Carry the ISPM-15 mark permanently applied (burned or branded -- never a sticker).
The mark must show: IPPC wheat-sheaf symbol, country code IN, producer registration code, treatment method (HT or MB).
Second-hand ISPM-15 certified pallets can be used for export if:
The original ISPM-15 mark is still clearly visible and legible.
The pallet has not been repaired with non-certified timber.
There is no visible pest damage, staining, or decay.
A repaired pallet -- where any broken board has been replaced -- must be re-certified because the replacement board is new timber without the original treatment.

For cargo above 500 kg per pallet, specify the following to your pallet supplier:
Timber specification: 75 x 100mm or 100 x 100mm hardwood or pine stringers for heavy loads.
Board thickness: 25mm boards for standard loads, 32mm for above 1,000 kg.
Number of deck boards: Solid deck (no gaps) for loose or granular cargo; standard spaced deck for boxed cargo.
Nailing pattern: Ring shank nails at minimum 3 nails per board connection for heavy-duty export pallets.
Treatment: HT (heat treatment) for all international destinations. Request HT certificate with delivery.

A CNC component manufacturer in Ranjangaon MIDC was exporting precision-machined parts to a German automotive buyer. Monthly shipments of approximately Rs. 18 lakhs each.
The company was sourcing pallets from a local timber trader who provided new, good-quality pine wood pallets. The pallets were structurally sound. But they were not ISPM-15 certified.
On the third shipment, Hamburg customs flagged the consignment. The wooden pallets had no ISPM-15 mark. The container was held for 11 days while emergency fumigation was arranged. Port demurrage and fumigation: Rs. 2.3 lakhs. Buyer penalty: Rs. 85,000.

Before placing an order:
Ask for the registration certificate from the National Plant Protection Organisation (NPPO) -- in India this is issued by the Directorate of Plant Protection, Quarantine and Storage (DPPQS).
Ask to see the mark that will be applied to your pallets -- it must show all required elements (wheat-sheaf symbol, IN, producer code, HT or MB).
Ask whether the mark is burned or ink-stamped (both acceptable) or whether it is applied as a sticker (not acceptable for ISPM-15).
Request a sample pallet before placing a large order. Inspect the mark physically.
