If you are a manufacturer or trader in Pune preparing to ship goods internationally for the first time, the packaging question is usually the last one you think about -- and the first one that causes a problem at the port.
This guide covers everything you need to know about export packaging requirements from India in 2026: what international standards apply, what the customs authorities look for, what documentation your packaging must support, and how to choose the right materials for sea, air, and road freight.

Domestic packaging is designed to survive a truck journey of a few hundred kilometres over a few days. Export packaging must survive far more:
Sea freight to Europe or the USA involves 20 to 30 days of ocean transit. The cargo sits inside a steel container that heats up during the day, cools at night, and absorbs condensation. Containers are stacked six high. A 20-foot container fully loaded can exert 80 to 100 tonnes of pressure on the bottom layer.
Air freight is faster but involves pressure differentials, vibration from turbulence, and rapid temperature changes between ground handling and altitude.
Road freight across land borders has rough handling, customs inspections, and reloading at multiple points.
A corrugated box that works perfectly for domestic courier shipments will collapse under these conditions. This is why export packaging has specific material, structural, and certification requirements that domestic packaging does not.

The International Standards for Phytosanitary Measures No. 15 (ISPM-15) is the single most important packaging compliance standard for Indian exporters using wooden packaging materials.
ISPM-15 requires that all wooden packaging materials -- wooden crates, wooden pallets, wooden boxes, dunnage -- used in international trade must be heat-treated or fumigated to kill pests and organisms that may be living inside the wood.
Countries that require ISPM-15 compliant wooden packaging include the USA, all EU member states, Australia, Japan, South Korea, China, Canada, and most countries that import from India.
The treatment must be certified by an accredited agency and the packaging must carry the ISPM-15 mark -- a specific symbol showing the wheat-sheaf logo, country code (IN for India), a producer code, and the treatment method (HT for heat treatment or MB for methyl bromide fumigation).
A shipment arriving at Hamburg, Rotterdam, Los Angeles, or Melbourne without ISPM-15 compliant wooden packaging will be detained at port. The importer pays the detention cost. The exporter loses the relationship.
In 2023-24, Indian merchandise exports crossed USD 437 billion. Maharashtra accounted for approximately 14 percent of this. The vast majority of this cargo uses wooden packaging at some stage. ISPM-15 compliance is not optional for any of it.
If your export cargo includes chemicals, pharmaceuticals, batteries, flammable materials, or compressed gases, the packaging must comply with UN Dangerous Goods regulations. These specify the type of container, materials, labelling, and testing requirements. Non-compliance results in cargo rejection at origin.
Every product exported to a foreign market must carry specific labelling that complies with that country's regulations. Exports to the EU must carry CE marking where applicable. Exports to the USA must carry FCC certification for electronics. Food exports must carry FSSAI compliance documentation and meet the import country's food safety standards.
The packaging must protect the label throughout transit. A label that peels off in a humid container or fades in UV light is a compliance failure.

Standard 3-ply corrugated boxes are adequate for lightweight e-commerce exports via courier. For heavier goods or sea freight, 5-ply double-wall corrugated boxes with a minimum burst factor of 20 BF are the standard. For goods above 25 kg per carton, 7-ply triple-wall corrugated packaging is recommended.
Under India's April 2026 e-commerce export reforms, the value cap on courier mode exports has been removed. This means D2C sellers and MSMEs can now export high-value goods via courier without routing through conventional air or sea cargo. The corrugated packaging specification for courier mode should meet the courier company's stated minimum BF requirement -- typically 14 BF for international courier.
For machinery, industrial equipment, auto components, and heavy goods, wooden export crates and wooden pallets are the standard. All must be ISPM-15 compliant for international shipments.
Standard pallet sizes used for container loading are 800x1200mm (Euro pallet) and 1000x1200mm (Industrial pallet). Custom crate dimensions are built to match cargo size with 50 to 100mm clearance on each side for inner cushioning.
Upackarts supplies ISPM-15 certified wooden export crates and wooden pallets from Wadgaon Sheri, Pune for exporters across Chakan MIDC, Bhosari MIDC, Ranjangaon MIDC, Hadapsar, and the wider Maharashtra industrial belt. Seaworthy packaging is a higher specification of wooden packaging built specifically for ocean freight. It combines ISPM-15 certified timber construction with inner moisture barriers (HDPE film or aluminium foil lining), VCI film for metal components, desiccant silica gel packets, and foam or bubble wrap cushioning.
The combination protects cargo from three primary hazards of sea freight: physical impact, moisture and condensation, and corrosion.
Any sealed cargo travelling by sea or air in a container or carton picks up moisture through condensation as temperatures change. Silica gel desiccant packets placed inside the packaging absorb this moisture and prevent mould, oxidation, and product deterioration.
For electronics exports, 3 to 5 silica gel units per cubic foot of package volume is the standard. For leather goods and textiles, 2 to 3 units per cubic foot. For metal components, use VCI film in combination with silica gel.
Heavy cartons and palletised loads must be secured before container loading. PP strapping bands at two or three points per carton prevent top blowout under stacking pressure. Stretch film wrapping of the full pallet secures individual boxes to the pallet and creates a moisture-resistant outer layer.

Your packaging must match your export documentation exactly. The packing list submitted with the shipping bill must show:
Number of packages and their type (e.g. 48 corrugated cartons, 6 wooden crates)
Gross weight and net weight per package
Dimensions (Length x Width x Height in cm or mm)
Marks and numbers on each package (package identification markings)
Contents of each package by item and quantity
The marks and numbers on your physical packaging (typically stencilled or labelled on the outside of each box or crate) must match what appears in the packing list. Customs examination at Nhava Sheva, Mundra, or any ICD will cross-check these.
If wooden packaging is used, a copy of the ISPM-15 certificate must be submitted with the shipping documentation.

Maharashtra is a major exporter of auto components, engineering goods, pharmaceuticals, chemicals, and electronics. Here is how packaging requirements differ by sector:
Auto components (castings, forgings, precision parts): 5-ply corrugated boxes for small parts; wooden export crates for large or heavy components; VCI film and silica gel for rust prevention; ISPM-15 pallets for container loading.
Pharmaceuticals: Temperature-controlled packaging for biologics; tamper-evident sealing; cold chain packaging for temperature-sensitive products; FSSAI and import country compliance labels.
Engineering goods and machinery: Seaworthy wooden crates with foam cushioning and VCI wrapping; ISPM-15 certification; container lashing and choking to prevent movement during sea transit.
Processed food and agro products: Food-grade corrugated or wooden packaging; moisture barrier lining; humidity absorbers; APEDA-compliant documentation; destination country food import labels.
---
Using domestic-grade corrugated boxes for sea freight: They collapse under container stacking. Loss: product damage plus customer penalty.
Uncertified wooden packaging: ISPM-15 non-compliance leads to port detention, fumigation costs, and delayed delivery. Average detention cost: Rs. 1.5 to Rs. 3 lakhs per incident.
No desiccant inside sealed packaging: Moisture destroys leather goods, causes metal corrosion, degrades food products, and fails electronics. Loss ranges from 15 to 40 percent of shipment value depending on cargo.
Packing list mismatch: If physical package count or dimensions do not match the packing list, customs examination is triggered. Delay: 3 to 7 days minimum.
Incorrect or missing marks and numbers: Port handling staff rely on external markings to sort and load cargo correctly. Missing markings lead to mislabelling and wrong-container loading.

All wooden packaging materials used in international trade from India must comply with ISPM-15. The wood must be heat-treated or fumigated and carry the official ISPM-15 mark showing the IPPC wheat-sheaf symbol, country code IN, producer code, and treatment method. This applies to wooden crates, wooden pallets, wooden boxes, and all timber dunnage.
The USA, all EU member states, Australia, Japan, China, South Korea, Canada, New Zealand, and most countries importing goods from India require ISPM-15 compliant wooden packaging. The list covers nearly every significant trade partner.
For sea freight exports, 5-ply double-wall corrugated boxes with a minimum burst factor of 20 BF are recommended. For goods above 25 kg, use 7-ply. For e-commerce courier exports, 3-ply with 14 BF minimum is acceptable.
Yes. A packing list is a mandatory export document submitted with the shipping bill. It must show number of packages, type of packaging, gross and net weight per package, dimensions, marks and numbers, and contents. The physical packaging must match the packing list exactly.
Auto component exporters typically use 5-ply corrugated boxes for small parts, wooden export crates for large or heavy components, VCI film and silica gel for rust prevention on metal parts, and ISPM-15 certified wooden pallets for container loading.
ISPM-15 certified wooden export crates in Pune typically cost Rs. 800 to Rs. 3,000 per unit for standard dimensions. Larger custom crates for machinery are priced per cubic foot -- typically Rs. 880 to Rs. 1,200 per cubic foot. Contact Upackarts at +91-88560-64045 for a quote based on your dimensions and quantity.
